      Project of cooperation

Cooperative agreement between the International Association for the Development of Education in Viet Nam ( AideV ) and the Science and Technique Club of Vietnamese living abroad ( OVS CLUB )

- Referring to the Law of July 1st 1901 and the decree of August 16, 1901 of the French Republic on the creation of associations, applicable to the International Association for the Development of Education in Viet Nam ( AideV )

- Referring to the decree 403/QD-UBNV of 12/28/2005 and the decree 38/QD-UBNV of 02/12/2006 concerning the formation of the Provisional Executive Bureau

- based on the need for cooperation between AIDEV and the OVS CLUB aiming at mobilizing the competence of vietnamese experts living abroad for the formation of human resources to serve in the development and world integration of the country

1.1 to assist in establishing connections between vietnamese experts and intellectuals living abroad as well as other firiends of Viet Nam with organisms , institutions of formation and enterprises inside Viet Nam in order to satisfy the wish of contribution and simultaneously to satisfy the request of the organisms, institutions and enterprises for technical assitance from these experts

1.2 to reinforce the cooperative ties between the two parties, to spearhead the competence and the advantageous position of each party in order to mobilise the participation of these vietnamese experts and friends in the domain of education, formation, and the use of techniques and technologies to serve in the development and world and regional integration of Viet Nam

To attain this objective of "mobilizing the competence of vietnamese experts living abroad to participate in the formation of human resources to serve in the development and world integration of Viet Nam", the two parties will realise together the following concrete tasks :

2.1 Coordinated organisation of enlarged open forums having education and formation as themes, or forums of debate on specialised subjects of pedagogy, of management and organisation of education-formation, on the websites of the two parties.

2.2 Based on specific agreement between the two parties for each project, AIDEV chooses and sends its experts to participate in that project upon request from the organism, institution of formation or enterprise.

2.3 the OVS CLUB helps AIDEV in the search of organisms , institutions of formation and enterprises inside Viet Nam that respond in a satisfying manner to the desire of contribution and the conditions of realisation expressed by the experts designated by AIDEV

2.4 The two parties will exploit all opportunities for coordinated organisation of scientific and technical activities

3.1 Each year, the two parties meet to discuss the realisation of the past year and to establish the program for the next year accompanied by the planning for concrete realisation after approval by the directions of the two parties.

3.2 The cooperation follows each project. The responsibilities as well as the rights of each party are shared by mutual agreement.

3.3 In case of project-structured cooperation , each party will designate the delegates who will participate in the project Direction.

3.4 The project Direction has the responsibility to establish the planning and to organise the realisation and to communicate periodically the advance of the project to the directions of the two parties.

3.5 All along the process of realisation of the cooperation, the two parties have the obligation to communicate mutually in time the informations concerning eventual difficulties encountered, and to coordinate together to solve them , on the basis of mutual respect and assistance.

This cooperative agreement is established for an initial period of three years starting from the date of its signature by the two parties. It will tacicly be renewed from year to year, after an initial period of three years. At any time, each party can terminate the cooperation, on condition that it informs the other of this intention six months in advance. In case of sessation of the cooperation, the two parties will do their best to terminate the running projects.
